Overview

Optical Line Terminals (OLTs) are the central aggregation nodes in Passive Optical Networks (PON), connecting service providers’ core networks to thousands of subscriber ONTs.
Because OLTs operate at the edge of national broadband infrastructure, they are classified as Access Equipment under ITSAR and represent a critical security control point.

The Department of Telecommunications has set 1 January 2026 as the mandatory ITSAR certification date for OLT and ONT devices, with the Voluntary Security Certification (VSC) period running until 31 December 2025.

Q1. Is ITSAR certification mandatory for OLT devices now?

Not yet. OLTs are under Voluntary Security Certification (VSC) until 31 December 2025. ITSAR certification becomes mandatory from 1 January 2026.
